Credit Card APR reduction?

Has any one ever had great formula when asking the cc association to countermand their intrest rate, or do the debt negotiation? (example: an APR of 19.99% that was reduced… or the change of 00 negotiated to 00 as well as paid in full) If so, that association was this with? we am seeking to do this, as well as wish to undergo my chances of success.
